Regulations


   The Base & Ship Operations regulations govern the operations of all bases—planetary surface and planetary orbit—and ships serving the United Republic under the authority of Starfleet.


Regulation SBO 001

Subject:  Contact with an Alien Society
Purpose:  Establish procedures for contacting alien civilizations

Specifics

   Any and all Starfleet personnel—whether they be officer or enlisted crew—who make contact with an alien society whose technological and/or cultural norms are inferior to those of the United Republic of ZungAlexia, must take every possible and reasonable precaution in:

   Starfleet officers commanding an interstellar space craft of the United Republic of ZungAlexia must take every possible action to prevent the violation of this regulation—or any part thereof even if said action results in the loss of: life of any one officer or enlisted crewmember, group of officers or enlisted crewmembers, entire space craft crew, and/or partial or complete space craft.


Regulation SBO 022

Subject:   Personnel Data Security Clearance Levels – Officers
Purpose:   Establish computer database security clearance levels for Starfleet officers

Specifics
The following security clearance levels have been authorized by the Command Council and approved by the Minister of Exploration and Protection for use by Starfleet officer personnel to access data across Starfleet’s, and at certain levels, Ministry computer network infrastructures. The security clearance levels for data access at all Starfleet facilities and aboard all Starfleet vessels are set based on individual rank grade. The following chart shows the clearance levels at each rank.

Regulation SBO 023

Subject:   Personnel Data Security Clearance Levels – Enlisted
Purpose:   Establish computer database security clearance levels for Starfleet enlisted personnel

Specifics
The following security clearance levels have been authorized by the Command Council and approved by the Minister of Exploration and Protection (MEP) for use by Starfleet enlisted personnel to access data across Starfleet’s, and at certain levels, MEP computer network infrastructures. The security clearance levels for data access at all Starfleet facilities and aboard all Starfleet vessels are set based on individual grade. The following chart shows the clearance levels at each grade.

Regulation SBO 055

Subject:   Command Hierarchy
Purpose:   Establish general command hierarchy aboard Starfleet installations & vessels

Specifics
   All spacecraft & installations currently in service and future vessels commissioned under the authority of Starfleet will have the following general command structure:

    1. Commanding Officer
    2. Executive Officer
    3. Chief Science Officer
    4. Chief Engineering Officer
    5. Chief Weapons/Tactical/Armory Officer
      a. Chief of Base/Ship Security
    6. Chief Helmsman
    7. Chief Navigator
    8. Chief Communications Officer
    9. Chief Medical Officer
   10. Zel’Koni Advisor (Sentinel or Maven)

   Commanding Officers are granted discretion as to the command structure of the vessel or base they are assigned to command below Level 4 of this general structure.
