The Starfleet division of the MEP was originally chartered by the government of the Union of Federal Alexandrian Republics in 338 EoD. To accomplish its unending mission of “exploring strange new worlds and seeking out new life & new civilizations”, most of UFAR's scientific, space exploration, diplomatic and defense organizations including the Union Space Exploration Agency, were combined into this new organization.

   During its existence under the Union, Starfleet became the commanding authority of the Federation Starship Kanaris, which had originally arrived in the home system in 288 EoD. Also, in 343 EoD Starfleet began “Project Explorer” with the intended goal of building a spacecraft capable of reaching Warp 5. The project's initial efforts resulted in the launching of the Warp 3 prototype in 368 EoD and the ship's commissioning as the Alexandrian Republic Vessel (A.R.V.) Explorer, bearing registry number ‘InterStellar Vehicle 01’ (ISV-01) in 370 EoD.

   Even after the successful deployment of the prototype ship A.R.V. Explorer and its sister ships, “Project Explorer” continued its work on the further development of warp engine technology. These further developments led to the Warp 4 capable ARV Alexandrus and the Alexandrus-class of space survey cruisers. The prototype Alexandrus was launched in 388 EoD bearing registry number ISV-50, and commissioned into UFAR service two years later.

   THe efforts of “Project Explorer” to build a Warp 5 capable warp engine and ship culminated in the launch and commissioning of A.R.V. Union in 438 EoD, UFAR's first Warp 5 capable starship, bearing registry number ISV-101. A.R.V. Union would achieve its designed velocity of Warp 5 in 440 EoD and by the end of 445 EoD two more Warp 5 Union-class ships would be in service to the Union. During the ‘Transition Year’ of 450 EoD/0 UA, the fourth Union–class ship was commissioned as ZungAlexia to commemorate the star system re–united under one government under the Constitution of United Republic of ZungAlexia.

   In 2 UA, UFAR Starfleet became one of the two principal divisions of the civilian-led URZA Ministry of Exploration & Protection (MEP), which was established the previous year under the Home Sector Defense and Space Exploration Act. Under the provisions of the “D & E”, The Command Council of UFAR's Starfleet, along with the ships and installations under the council's authority, would operate under the authority of the Minister of E & P. However, “Project Explorer” was removed from the, now, United Republic Starfleet Command Council's authority and integrated into the ministry's Office of Warp Engineering Research, an agency of the Technology Advancement Bureau, so the research the project conducted in the past and would continue to perform would benefit the entire ministry.

   Over the next 190 years, Starfleet would build ships of five additional spacecraft classes with each new class being faster and more advanced than its predecessors, culminating in the latest and most technologically–advanced Class 1 Starships of the Warp 8 capable Republic–class Exploration Cruisers; initially launched in 194 UA with the United Republic Ship (U.R.S.) Republic, bearing registry number RSX-1700 and serving as the fourth ship to bear the name.
