Starfleet's General Regulations govern the operations of the entire division and the conduct of its personnel under the authority of the United Republic's Ministry of Exploration & Protection (MEP).
Regulation GEN 001
Subject: Contact with an Alien Society
Purpose: Establish procedures for contacting alien civilizations
Specifics
Any and all Starfleet personnel—whether they be officer or enlisted crew—who make contact with an alien society whose technological and/or cultural norms are inferior to those of the United Republic of ZungAlexia, must take every possible and reasonable precaution in:
- Revealing the identity of oneself and/or ones' mission.
- Making any reference to interstellar space, worlds, societies or advanced civilizations other than the aliens' own.
- Preventing the interference of the natural flow of the social development of said society or planet. Interference may constitute the following:
- Dispensing information of technologies or science more advanced than the society's norms.
- Performing acts that affect the natural development of a society.
- Performing acts that support one government or organization of a society over other governments or organizations of said society.
- Assisting a society in a natural disaster known to said society whether or not the lack of assistance would result in the extinction of the society.
- Preventing the application of the laws of a society or evading the consequences of the application of said laws.
- Intruding in the internal affairs of a society regardless of technological or cultural norms.
Starfleet officers commanding an interstellar space craft of the United Republic of ZungAlexia must take every possible action to prevent the violation of this regulation—or any part thereof even if said action results in the loss of: life of any one officer or enlisted crewmember, group of officers or enlisted crewmembers, entire space craft crew, and/or partial or complete space craft.
Regulation GEN 055
Subject: Spacecraft and Command Structure based on Position
Purpose: Establish a general command structure for all Starfleet bases and ships
Specifics
All spacecraft and bases currently in service and in the future commissioned
under the authority of the Ministry of Exploration & Protection will have the following
general command structure:
1. Commanding Officer
2. Executive Officer
3. Chief Science Officer
4. Chief Engineering Officer
5. Chief Weapons/Tactical/Armory Officer
a. Chief of Base/Ship Security
6. Chief Helmsman
7. Chief Navigator
8. Chief Communications Officer
9. Chief Medical Officer
10. Zel'Koni Advisor (Sentinel or Maven)
Commanding Officers are granted discretion as to the command structure of the vessel they are assigned to command below Level 4 of this general structure.
