Regulations

Starfleet currently conforms to three sets of regulations—General, Base & Ship Operations, and Classified. The General Regulations are written by Ministry of Exploration & Protection civilian personnel, with input from Home Sector Force and Starfleet personnel, and approved by the Minister of Exploration & Protection. All personnel within Starfleet, the Home Sector Force and the Ministry as–a–whole must abide by these general regulations.

The Ship & Base Operations regulations govern the operations of all ships and bases—planetary surface and planetary orbit—serving the United Republic under the authority of Starfleet. They are authored by members of the Command Council's general staff and must be approved by 75% of the Command Council.

Regulations that focus on highly sensitive topics and situations are authored, categorized, and approved as CLASSIFIED by Starfleet's Command Council. Access to these regulations is limited to officers holding the rank of Captain or above. Logging into the Secure Access channel of MEPNet is required.

Currently, the General and Base & Ship Operations regulations are categorized in the following manner and must be cited; written horizontally, to at least the Regulation Number in written reports.
