Article IX.

The Ratification of a majority of citizens, granted suffrage, of the States of ZungAlexia III and ZungAlexia IV and a majority of citizens, granted suffrage, of three quarters of the remaining United Republican States within the star system shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
